Appeal from a judgment of the Supreme Court (Torraca, J.), entered November 30, 1994 in Albany County, which granted petitioner’s application, in a proceeding pursuant to CPLR article 78, to annul a determination of respondent Public Service Commission upholding the denial of service to petitioner at a residential rate by respondent Consolidated Edison Company of New York, Inc.
