In 1968 the legislature created a new statutory body designated the “State Boundary Commission”. Prior thereto, incorporation of cities was supervised by the Secretary of State and to some extent by the boards of supervisors of the various counties. By the express language of the 1968 act, all petitions for incorporation required by pre-existent statutes to be filed “with the board of supervisors or the secretary of state” were, as of the effective date of the act required to be “filed with the commission” and the commission was empowered to “exercise the powers and carry out the duties of…
