MEMORANDUM AND ORDER

PETTINE, Senior District Judge.

In 1988, Congress passed sweeping new legislation, the Indian Gaming Regulatory Act (“the Gaming Act”), 25 U.S.C. §§ 2701-2721 and 18 U.S.C. §§ 1166-1168, “to provide a statutory basis for the operation of gaming by Indian tribes as a means of promoting tribal economic development, self-sufficiency, and strong tribal governments.” 25 U.S.C. § 2702(1). The Gaining Act provides a comprehensive framework for the regulation of gambling on indian lands.
