RANDOLPH, Circuit Judge:

These are consolidated petitions for review of a final rule issued by the Environmental Protection Agency under the Clean Air Act (“CAA”). The rule is aimed at reducing ozone pollution in the northeastern United States. It requires the twelve states in the region and the District of Columbia to adopt what is essentially California’s vehicle emission program.
