TRAVIA, District Judge.
The plaintiffs bring this action challenging the constitutionality of the zoning ordinances of the Town of Oyster Bay, Long Island (“Town”). They purport to represent the class of all Black economically disadvantaged persons in the New York metropolitan area; and they seek declaratory and injunctive relief against the Town, its Housing Authority, and certain of its officials.
