I. BACKGROUND
Hurricane Katrina’s landfall resulted in billions of losses from flooding. A large portion of those losses were covered by the Federal Flood Insurance Program. To reduce the risk of damages from future flooding, the federal government appropriated money to assist homeowners with the cost of implementing changes to their homes. Three (3) programs, the Road Home Elevation Incentive Program (“RHEI”), the Increased Cost of Compliance Program (“ICC”), and the Hazard Mitigation Grant Program (“HMGP”) were designed with this purpose in mind.
