In this action, Petitioner Marc P. Turgeon seeks review of a decision of the General Counsel of the Federal Labor Relations Authority (Authority) declining to issue an unfair labor practice complaint based upon a charge made by Local 3331, American Federation of Government Employees, AFL-CIO, on behalf of Mr. Turgeon, against the Environmental Protection Agency, Office of Solid Waste, his employer.
