Appellant, Debra Shumaker, appeals from the judgment of the Summit County Court of Common Pleas affirming the administrative decision of the Ohio Department of Human Services (“DHS”) which denied appellant continuing public benefits under the Aid to Dependent Children (“ADC”) and food stamp programs.
