Andres G. Gonzalez1 was expelled from United High School in Laredo for assaulting *122a teacher. The United Independent School District’s Board of Trustees affirmed the hearing officer’s decision to expel Gonzalez. Gonzalez appealed the school board’s decision, petitioning the district court for a trial de novo, a declaratory judgment, and damages.
