OPINION AND ORDER

KINNEARY, District Judge.

Plaintiff in this action is attacking the admissions procedure and practice at the College of Veterinary Medicine at Ohio State University. He has made three unsuccessful attempts to obtain admission to the entering class at this facility, conforming in each instance exactly to the format specified by the bulletin of information published by the college.
