MEMORANDUM OF OPINION AND ORDER OF THE COURT
COFFIN, Circuit Judge.
Plaintiff Bernice Stanley brought this action against the United States under the Federal Tort Claims Act, 28 U.S.C. §§ 1346(b) and 2671 et seq., to recover damages for the allegedly wrongful death of her twenty year old son Vaughn Stanley, who fell to his death while painting a radio tower at the Naval Radio Station in Cutler, Maine.
