On November 12, 1982, at approximately 9:40 p.m., the defendant, Samuel J. Diamond, was charged with the offense of speeding in violation of village of Oakwood Hills, Ordinance No. 166-170-3-21A (1979). He had been traveling west on Rawson Bridge Road near the intersection of Rawson Bridge Road and Woody Way in the village of Oakwood Hills, McHenry County. The area east of the village limits is unincorporated and has a posted speed limit of 45 miles per hour.
