This action was instituted by George Baltes to prevent the Farmers Irrigation District from exchanging its bonds at their par value for an irrigation system partially completed, and for the labor and material necessary to carry the unfinished work to completion. The district was formed under the act of 1895, for the purpose of purchasing the partly constructed irrigation works of the Farmers Canal Company, and completing the same.
