¶ 1. Preferred Transport Company, LLC (PTC) is appealing an order from the Claiborne County Circuit Court addressing PTC’s complaint against the Claiborne County Board of Supervisors (the Board). In its original complaint, PTC claimed that the Board’s award of a bid for solid waste disposal to another company was in violation of statutory authority as the bid award was based on factors not contained in the Request for Proposals (RFP).
