The United States Sentencing Commission occasionally amends the Sentencing Guidelines and must decide whether, and to what extent, defendants sentenced under the old Guidelines may benefit from the change. In 2011, the Commission revised the Guidelines Manual (“U.S.S.G.”) to generally prohibit district courts from reducing a sentence below a defendant’s amended Guidelines range.
