I join the Majority Opinion. I write separately to note primarily that this case illustrates some of the problems regarding due process afforded third parties to a record request under the Right-to-Know Law, to which I adverted in SWB Yankees L.L.C. v. Wintermantel, 45 A.3d 1029 (Pa.2012).
