MEMORANDUM AND ORDER
NICKERSON, District Judge:
In an Report and Recommendation dated August 11, 1995 Magistrate Judge Marilyn Dolan Go recommended that the court allow late claims (1) mailed on or before September 30,1993; (2) mailed late due to lack of notice on or before August 11,1995; (3) delayed by factors beyond the claimants’ control; or (4) “set in motion” promptly after notice was received.
