Based on the passage of an ordinance granting annexation of a single parcel of property (the Koutsky parcel), respondent, the Village of Campton Hills (Village), filed a motion to dismiss the petition to disconnect brought by petitioners of the Foxfield Subdivision (petitioners). Because the Koutsky parcel is contiguous to the territory sought to be disconnected, the Village argued that if the petition to disconnect were granted, the Koutsky parcel would be completely isolated from the remainder of the Village, in violation of the Illinois Municipal Code (Municipal Code) (65 ILCS 5/7 — 3—1…
