On December 23,1986, the Suffolk County Legislature adopted Local Law No. 4r-1987, designated the Teenager Protection Act of 1986 (“the Law”), which prohibited the administration of certain polygraph examinations to minors. The Suffolk County Executive approved the Law on January 22, 1987, and it was scheduled to take effect on July 1, 1987.
