*614 Following a traffic stop, Petitioner was arrested by the Masontown Police Department and issued citations for speeding, possession of marijuana, possession of drug paraphernalia, and no insurance. A criminal complaint issued from the Preston County Magistrate Court, but was then dismissed by the State. Eight months after his arrest, a ten-count criminal complaint issued from the Masontown Municipal Court relating to the initial traffic stop.
