Plaintiff General Accident Insurance Company (“General Accident”) brought this action in state court seeking a declaratory judgment setting forth its rights and liabilities with respect to an insurance policy issued by it to defendant Travelers Corporation (“Travelers”). Travelers removed the action to this Court, and currently before this Court is Travelers’ motion to dismiss, stay or transfer this action.
