Pro se plaintiff, Asa Gordon (“Gordon” or “plaintiff’), filed this action against the National Archives and'Records Administration (“NARÁ” or “the Agency”) arid two of its officials (collectively, “defendants”) seeking declaratory and injunctive relief from the way in which the Agency runs the Electoral College system.
