Many of tbe questions: arising on tbis record were determined by tbis court in tbe case of McCrocklin v. Nelson County Fiscal Court, which may be found reported in 174 Ky. 308. In that case tbe questions came up on a motion to reinstate an injunction and were considered by tbe whole court and all of tbe judges concurred in tbe opinion of tbe Chief Justice.
