Code, a former Lieutenant in the Navy and a current member of the Navy Individual Ready Reserves, seeks judicial review in this case of a final decision of the Army Board for Correction of Military Records ("ABCMR"). In the challenged decision, the ABCMR denied Plaintiff's petition to correct his military records and to vacate a debt of $44,200 he owes to the United States Department of Defense ("DOD").
