MEMORANDUM OPINION
McFADDEN, District Judge.
Plaintiff, an Alabama corporation engaged in the general construction business, seeks declaratory and injunctive re lief against the defendants in connection with a federal government construction procurement, and bases jurisdiction on 5 U.S.C. §§ 701-706, 28 U.S.C. § 2201, and 15 U.S.C. § 634(b) (1).
