The 'appeal is from an order of the District Court dismissing the complaint of the Hartford Accident and Indemnity Company, employer’s insurance carrier, against Frank A. Cardillo, deputy commissioner of the United States Employees’ Compensation Commission, and Ray Bridges, to enjoin enforcement of a compensation order 1 favoring Bridges. The findings of fact, insofar as they are pertinent to the appeal, are as follows:
