MEMORANDUM OPINION

This matter is before the Court on defendant’s motion for summary judgment. 1 For the reasons discussed below, defendant’s summary judgment motion and plaintiffs motion for an award of costs will be granted.
I. BACKGROUND
Plaintiff, a federal prisoner, Compl. ¶ 2, submitted a request under the Freedom of Information Act (“FOIA”), see 5 U.S.C. § 552, to the Federal Bureau of Prisons (“BOP”), Compl. ¶ 4, seeking the following information:
