STEIN, District Judge.

The Clearing House Association, L.L.C., (the “Clearing House”), brings this action against Eliot Spitzer, the Attorney General of the State of New York to enjoin him from instituting enforcement actions or investigating the Clearing House’s national bank members and their operating subsidiaries relating to their residential mortgage lending practices.
