We review here a decision of the United States District Court for the District of Rhode Island denying recovery for damages sustained by appellant, Atlas Barrel and Pallet, Inc. (hereinafter Atlas Pallet or appellant), as the result of a flood. Appellant bases its claims for recovery on a Standard Flood Insurance Policy (SFIP) issued pursuant to the National Flood Insurance Program (NFIP), 1 which is currently administered by the Federal Emergency Management Agency (FEMA). 2 The question on appeal is whether the district court was correct in denying Atlas…
