RANDOLPH, Circuit Judge:

After pleading guilty to a conspiracy to distribute cocaine base, the brothers Holland — Kevin and Andre — filed motions to withdraw their pleas. The issues presented in these appeals center on the district court’s rejection of those motions.

In 1993, three years after Andre Holland entered the drug business, he was caught selling crack cocaine to an undercover policeman. For his crime, the D.C. Superior Court sentenced him to 4-12 years’ imprisonment, suspended the sentence and placed him on two years of supervised probation. Undeterred, Andre continued in the crack…
