SUMMARY ORDER, Plaintiffs-appellees Orange County— County Poughkeepsie Limited Partnership, d/b/a Verizon Wireless (“Verizon”), a wireless carrier, and Homeland Towers, LLC (“Homeland”), a tower company, seek to construct a new wireless communications tower in the Town of East Fishkill, New York.
