Appellants are one former and two present employees of the U.S. Army and Air Force Exchange Service in the Federal Republic of Germany (FRG). They claim that in a 1975 reduction in force they were discriminated against because of their American citizenship pursuant to United States Army, Europe (USAREUR) Regulation 690-84,1 which provides preferential protections against dismissal for certain local nationals of the FRG.
