The Housing Authority of the City of Atlanta (AHA) filed a petition for writ of mandamus, naming the Planning Director and Commissioners of Fulton County in their official capacities as defendants, seeking to compel the issuance of a building permit to renovate an apartment complex as a housing project outside of, but within ten miles of, the City of Atlanta and within unincorporated north Fulton County.
