Appellant, a citizen and taxpayer, brought this action against appellees, the mayor and the city clerk of the city of Little Eock, to enjoin them from issuing bonds in-the sum of $25,000 to defray part of the cost of construction and equipment of an addition to the Little Eock public library building.
