The relator was arrested upon a warrant, issued by the governor in conformity to a requisition made upon him by the governor of the state of Illinois, for the arrest and return to that state of O. A. Hubell, who there stood charged with the crime of conspiracy committed in the county of Cook in the state of Illinois.
