WILKEY, Circuit Judge:

Appellant Thomas Lanphear, a white male, complains of racial discrimination in federal employment in violation of Title VII of the Civil Rights Act of 1964.1 Specifically, he claims that on account of his race he was removed from his position as Chief Appeals Officer of the Merit Systems Protection Board’s Washington Field Office and thereafter denied reappointment to that post on two occasions.2 The district court dismissed appellant’s suit following a bench trial finding that there was a legitimate, nondiseriminatory…
