An action brought on March 19, 1987 by plaintiffs, the City of Lebanon and the Borough of Palmyra against the County of Lebanon seeking declaratory judgment regarding the disposition of funds collected by the county from individuals accepted into the Accelerated Rehabilitative Disposition Program, who were required, during the period of their probation, to contribute toward the administrative costs of that program.
