This appeal comes to us on the trial court’s entry of a summary judgment against Appellant in favor of Appellee, State of Florida, Department of Economic Opportunity (the Agency), with respect to the Agency’s claims of breach of contract and conversion, and the trial court’s denial of Appellant’s motion for summary judgment.
