This is an action brought against the appellant in the court below for the value of improvements made on Watts street, city of Paducah, appellant’s block of lots fronting thereon for the distance of four hundred feet.

Appellant, by his answer, denied that any ordinance had been passed by calling the yeas and nays by the city council as required by the charter of the city of Paducah. He also denied that the improvements were of any benefit to the lot owners, and stated that the value of the improvements amounts to more than half the value of the lots fronting on Watts…
