This Court is called upon to examine the conclusions of the Commerce Department, International Trade Administration (“ITA”), in its first administrative review of tapered roller bearings (“TRBs”) from Japan produced by Koyo Seiko Co., Ltd., Koyo Corporation of U.S.A.
