The plaintiff, a former inmate at the Poin-sett County, Arkansas, Jail, appeals the District Court’s judgment in this 42 U.S.C. § 1983 case. Larry D. Williams contends that the defendants, including Jimmy Carter, the Poinsett County Sheriff, and Gene Henderson, the jail supervisor, maintained the jail in an unconstitutional manner. Before the hearing, Williams requested appointed counsel, but the Magistrate Judge denied his motion.
