Appellant, Crescent Properties, 1 brought an action against appellee, Margol Inabi-net, seeking a judgment for possession of her rental unit under the District of Columbia Residential Drug-Related Evictions Act of 1990 (“the RDEA”). 2 In its complaint, Crescent Properties alleged that Ms. Inabinet’s apartment was used as a drug haven.
