The above-referenced case came before die court on November 16,1998, on the City of Norfolk’s Special Plea of Non-Ownership and Non-Agency, Defendant Evelena CufFee’s Special Plea of Governmental Immunity, and Defendants’ Cuffee and City of Norfolk’s Motion for Protective Order.
