Plaintiffs filed suit in the circuit court of McHenry County, alleging that defendant McHenry County Sheriffs Department Merit Commission had no authority to enact rules restricting the plaintiffs’ secondary employment. Plaintiffs, full-time deputy sheriffs for McHenry County, sought declaratory and injunctive relief.
