Plaintiff, Berkshire Cablevision of Rhode Island, Inc., appeals a district court order 571 F.Supp. 976 (D.R.I.1983), denying its request for injunctive and declaratory relief against Edmund Burke, the Administrator of Rhode Island’s Division of Public Utilities and Carriers (DPUC) — the state agency that regulates community antenna television (CATV).
