The petitioners, Erie Insurance Property and Casualty Company and the West Virginia Insurance Commissioner (“Erie” and “Commissioner” individually or “petitioners” collectively), appeal a September 12, 2014, order of the Circuit Court of Kanawha County. By that order, the circuit court' reversed a July 10, 2013, administrative decision of the Commissioner and overruled the Commissioner’s prior approval of a rate, form, and product filing submitted by Erie.
