This is a challenge to a Texas voting law imposing a restriction on the interpretation assistance that English-limited voters may receive. The greater Houston branch *607of the Organization for Chinese Americans (“OCA”) filed suit seeking a declaration that a certain provision of the Texas Election Code conflicted with, and was therefore preempted by, Section 208 of the federal Voting Rights Act (“VRA”).
