YANKWICH, District Judge.

Corcoran Irrigation District, to which we shall refer as “the district”, is an irrigation district organized in 1918 under the California Irrigation District Act (Stats. Calif. 1897, page 254) for the purpose of constructing, improving, maintaining and operating improvements and projects aimed at the improvement of the lands within its boundaries for agricultural purposes.
