Proceeding pursuant to CPLR article 78 (transferred to this Court by order of the Supreme Court, entered in Albany County) to review a determination of respondent which, inter alia, excluded petitioner from participating in the Medicaid program for two years.
Petitioner, a clinical laboratory licensed by the Department of Health to provide services in New York City, participates in the Medicaid program.
