Jerry Ray Williams pleaded guilty in July 1983 to burglary and theft of property. He was sentenced to a term of twenty years imprisonment with ten years suspended. In 1984, he filed a petition to withdraw the plea pursuant to Criminal Procedure Rule 37 on the grounds that he was not sane when the plea was entered and that counsel was ineffective for not investigating whether insanity was a defense to the charges against him.
